The Aldrich–Vreeland Act, enacted on May 30, 1908, was a United States law passed in response to the Panic of 1907, designed to address the perceived inadequacies of the U.S. banking system revealed during financial crises in 1873, 1893, and 1907. The act established the National Monetary Commission, chaired by Senator Nelson W. Aldrich (R-RI), to investigate monetary systems and banking practices and recommend reforms, which ultimately led to the creation of the Federal Reserve System.
A key provision of the act allowed national banks to form national currency associations—groups of at least ten banks with $5 million in combined capital—to issue emergency currency during financial crises. This emergency currency could be backed not only by government bonds but also by a wide range of commercial securities held by banks, including commercial paper and municipal bonds. Individual national banks could also apply directly to the Treasury Department for emergency currency using state and local bonds as collateral, subject to a 10% discount.
To discourage prolonged use, a graduated tax was imposed on outstanding emergency currency: 5% in the first month and increasing by 1% each subsequent month, up to 10%. Initially, this may have discouraged issuance, and some sources suggest no emergency currency was issued between 1908 and 1914. However, the law was revived and amended during the financial crisis at the outbreak of World War I in 1914.
Congress passed an amendment on August 4, 1914, allowing the Secretary of the Treasury to suspend the $500 million issuance limit and the 40% capital requirement for national banks seeking emergency currency. The amendment also extended eligibility to state banks and trust companies that agreed to join the Federal Reserve System, although few did so due to administrative burdens. Despite the Federal Reserve Act of 1913 taking effect in November 1914, the Aldrich–Vreeland emergency currency was used in the interim to stabilize markets.
Secretary of the Treasury William Gibbs McAdoo authorized the issuance of emergency currency to prevent a collapse following the closure of the New York Stock Exchange, assuring the public that ample funds were available. By October 23, 1914, $368.6 million in emergency currency was outstanding, peaking at about $364 million. In total, $386 million was issued across 1,366 banks in 41 national currency associations. The emergency currency, though not legal tender, could be used to meet depositor withdrawals, helping banks preserve their gold and silver reserves.
The Aldrich–Vreeland Act served as a critical stopgap before the Federal Reserve System became fully operational and demonstrated the need for a more flexible and permanent central banking mechanism, paving the way for modern U.S. monetary policy.
