Florida Governor Ron DeSantis announced a proposed Artificial Intelligence Bill of Rights during a press briefing in The Villages on Thursday, December 4, 2025, aiming to protect Floridians’ privacy, security, and quality of life. The proposal, which is currently under development and will be introduced to the state legislature, includes comprehensive consumer protections, restrictions on AI use, and measures to prevent Florida residents from bearing the financial burden of hyperscale AI data centers.
- The proposed AI Bill of Rights would establish protections for data privacy, require companies to notify consumers when interacting with AI chatbots, and prohibit the use of an individual’s name, image, or likeness (NIL) without consent, especially in cases involving harm or commercial gain.
- It seeks to reenact existing laws against deepfakes and explicit material, particularly content involving minors, and prohibits state or local government agencies from using Chinese-created AI tools like DeepSeek to safeguard American data.
- The proposal includes strong parental controls for minors, allowing parents to access their child’s conversations with AI chatbots, set access parameters, and receive alerts if concerning behavior is detected.
- It bans the use of AI for providing licensed therapy or mental health counseling and restricts insurance companies from using AI as the sole basis for claim adjustments, requiring transparency and oversight by the Office of Insurance Regulation.
- The data center proposal aims to protect ratepayers by prohibiting utilities from charging residents to support hyperscale data center development, preventing taxpayer subsidies for Big Tech, and empowering local governments to reject data center construction in their communities.
- The announcement was influenced by the tragic case of a 14-year-old boy who died by suicide after engaging in a relationship with an AI chatbot, which his mother described as involving sexual grooming and manipulation.
