As an Exterior Electrician Operator in Charge (OIC), you will respond to emergencies and troubleshoot electrical systems and equipment at Washington Dulles International Airport (IAD).

Exterior Electrician Operator in Charge (OIC)

Serves in the Airport Maintenance Department at Washington Dulles International Airport (IAD).

Responds to emergency calls and troubleshoots exterior electrical systems and equipment. Exercises authority, within guidelines, to take or direct the actions needed to maintain or restore service. Complies with preventive maintenance guides, Federal Aviation Administration (FAA) regulations, and the National Electrical Code (NEC). Performs related functions.

GENERAL RESPONSIBILITIES

Responds to trouble calls regarding airfield, runway, and taxiway lighting and signs.

Replaces or repairs cables, makes electrical splices, and repairs medium-voltage transformers for airfield lighting fixtures.

Diagnoses and evaluates problems such as the extent of repair required, the number and kind of workers needed, whether there is a service contract, the consequences of delaying action, and airport priorities for passenger flow, safety, and security.

Makes necessary repairs or adjustments or shuts off equipment and calls in personnel to remedy power outages, lighting failures, and other emergencies.

Works on medium voltage distribution and power systems, automatic transfer switches, uninterruptible power supplies, interior and site lighting systems, portable and stationary generators, motors, motor control centers, traffic signals, and variable speed drives.

Troubleshoots, performs preventive maintenance on, repairs or replaces, and installs electrical systems and lighting systems and equipment.

Rebuilds airfield fixtures and monitors electrical systems.

Operates, maintains, troubleshoots, and repairs or replaces the human-machine interface hardware and software components for the Airfield Lighting Control System, the Supervisory Control and Data Acquisition system, and backup generator systems.

Maintains and records readings on electric revenue meters for tenant billing purposes.

Inspects electrical vaults and regulators, and replaces relays and circuit boards as required.

Installs and maintains conduits, junction boxes, panel boards, control schemes, and other devices associated with electrical systems and the Transient Voltage Surge Suppression Systems (TVSS).

Performs all electrical work following the NEC and the Airports Authority Design Manual. Ensures electrical work performed is to code and passes required inspections.

Maintains, tests, and repairs lightning protection systems in accordance with National Fire Protection Association (NFPA) 780.

Programs, sets timing of, and installs systems for traffic signal controls.

Performs other duties as assigned.

QUALIFICATIONS

Five years of progressively responsible experience in maintenance and repair of electrical equipment and systems.

Two years of specialized experience in the installation, test, diagnosis, maintenance, and repair of a range of electrical equipment and systems.

One year of journey level experience with primary responsibility for service and emergency procedures and demonstrating the ability to make decisions and direct actions to maintain or restore service until relieved.

Knowledge of and skill in medium-voltage electrical equipment and systems installation, testing, adjustment, maintenance, troubleshooting, and repair or replacement.

Skill in using tools, technical manuals, schematics, blueprints, manufacturer’s materials, and other equipment and guides in journey level electrical work.

Ability to perform detailed analyses of data and information (including schematics and blueprints).

Knowledge of safety rules, regulations, and procedures needed to supervise others in working safely.

Ability to speak and write effectively.

Skill in using a computer, computerized work order and time and attendance system.

PREFERRED QUALIFICATIONS

Licensed as a Journey Electrician (or higher).

Substantive experience in responding to and repairing airfield lighting systems, overhead and underground medium-voltage distribution systems, automatic and manually operated switchgear, transformers, traffic signals, and street and parking lighting.

Licensed as a Class B Commercial Driver (CDL).

EDUCATION

A high school diploma or a Certificate of General Educational Development (GED).

CERTIFICATIONS AND LICENSES REQUIRED

A state driver’s license in good standing.

Licensed as a Class B Commercial Driver within 90 days of hire, promotion, or placement in the job.

NECESSARY SPECIAL FACTORS

Operates vehicle airside and landside (requires AOA permit).

Work requires moderate to heavy physical exertion (exerting 20 to 40 pounds of force or lifting objects up to 80 pounds). May work in a cramped position or at heights of 50+ feet.
