In her book Empire of AI: Inside the Reckless Race for Total Domination, Hao draws from over 250 interviews with current and former OpenAI insiders to expose what she describes as systemic misinformation, ethical lapses, and power consolidation within the AI industry.
She argues that companies are “gaslighting” the public—shaping perceptions by controlling research agendas, suppressing critical findings, and promoting conflicting definitions of Artificial General Intelligence (AGI) depending on their audience. According to Hao, AGI is less a technical goal and more a marketing and fundraising tool used to justify massive investments and avoid regulation.
The Hidden Human and Environmental Costs
Hao highlights the exploitation of low-paid workers, particularly in the Global South, who are tasked with filtering traumatic content to “clean” AI training data—work that takes a severe psychological toll yet remains invisible in corporate storytelling. She also underscores the environmental impact of AI, pointing to data centers consuming vast amounts of electricity and water, often in drought-prone regions like Chile, where communities have protested against resource depletion.
Her reporting reveals how AI companies claim to prioritize safety and public benefit while outsourcing harm and monopolizing innovation for profit-driven ends.
1. Shifting Definitions of AGI (Artificial General Intelligence)
AI companies, especially OpenAI, redefine AGI depending on the audience:
- To Congress: AGI will cure cancer, solve climate change.
- To consumers: AGI is your ultimate digital assistant.
- To Microsoft: AGI is a system that generates $100 billion in revenue.
- On OpenAI’s website: AGI outperforms humans in most economically valuable work.
This lack of a fixed scientific definition makes AGI a marketing tool, not a technical milestone.
2. The OpenAI Board’s Firing of Sam Altman (2023)
In November 2023, OpenAI’s board attempted to fire Sam Altman over concerns about safety, transparency, and leadership. Key reasons included:
- Marginalizing safety teams.
- Pushing commercialization over alignment.
- Misrepresenting company actions to the board.
Altman was reinstated within days after employee revolts and Microsoft’s intervention — signaling a victory for accelerationists over safety advocates.
3. Exploitation of Global Workers
Behind ChatGPT’s clean interface are low-paid data annotators in Kenya, the Philippines, and India who:
- Review traumatic content (violence, abuse, hate speech).
- Are paid a few dollars per hour.
- Lack mental health support.
- Are outsourced through third-party contractors to shield tech companies from liability.
These workers absorb psychological trauma so users don’t see it.
4. Environmental Costs of AI
AI data centers:
- Consume massive electricity (often from fossil fuels).
- Require billions of gallons of water for cooling.
- Are being built in drought-prone areas (e.g., Arizona, Chile).
While executives talk about future existential risks, the present environmental harm is already severe and underreported.
5. AI Job Displacement Is Already Happening
Despite claims that AI will “augment” workers, companies are using it to cut labor costs:
- Klarna’s CEO admitted AI replaced the work of 700 employees.
- Dario Amodei (Anthropic) predicted AI will disrupt jobs in law, media, finance, and management.
- Retraining may not be feasible due to the speed of AI adoption.
AI is automating white-collar jobs faster than society can adapt.
6. The “AI Arms Race” Narrative Is Politically Driven
The idea that the U.S. must beat China in AI is used to:
- Justify lax regulation.
- Secure government funding.
- Frame AI development as a national security imperative.
Hao argues this narrative is exaggerated and serves corporate interests more than public safety.
7. AI Research Is Funded and Controlled by Tech Giants
Most AI researchers are employed or funded by big tech, leading to:
- Biased research agendas.
- Suppression of critical findings.
- Example: Google firing AI ethicists Timnit Gebru and Margaret Mitchell after they published papers on AI harms.
This creates an illusion of independent science while controlling the narrative.
